UNIVERSITY COMMITTEES
ACADEMIC COUNCIL
This council is composed of faculty and students and is the highest body to consider academic programs and procedures of the University. It also approves general student rights and responsibilities. Meetings are held once a month, usually Tuesdayâs at 3:15-5:00 p.m. According to COGS by-laws, the Vice President for University Relations and the President are automatically appointed. Four more graduate representatives are elected resulting in 7 representatives total.
ACCOMODATING TECHNOLOGY COMMITTEE
Analyzing and recommending, to VP of Library and technologies, Paul Hunt, improvements to the University's handicapper accessibilities policies which promote successful applications of technology in accomodating self-relience and productivity for students, graduates, faculty and administrators who experience physical or sensory impairments.
ATHLETIC COUNCIL
This committee reviews issues pertaining to University athletics. There must be 3 nominees, and the President will select 1. Nominee's must submit a letter of intent and qualifications to the President's office. This committee meets once per month.
ALL-UNIVERSITY TRAFFIC AND TRANSPORTATION COMMITTEE
Responsible for recommending to the Vice President for finance and Operations and Treasure all changes in the faculty, staff and student motor vehicle codes at MSU. Must handle all the appeals for parking violations. Further requires establishing policies, practices, procedures for parking permits on campus as well as recommend various other changes to be made in the general traffic flow to, from and within MSU. Meets every third Thursday of each month during the academic year at the Public safety Bldg. at 3:00 p.m. Contact person: Kathi Mateer.
COMMUNITY ADVISORY COMMITTEE FOR MSU POLICE
This committee meets with Dr. Bruce Benson to discuss concerns and ideas for improving MSU police services. It promotes communication and understanding, trust, respect, and friendship between MSU Police. The committee meets on the 4th Friday of every month from 8:30 - 9:30 a.m. in the Public Safety Bldg. DATABASE SUBCOMMITTEE OF THE COMMUNICATIONS AND COMPUTER SYSTEMS ADVISORY COMMITTEE (CCSAC)
The Database Subcommittee advises the CCSAC on matters regarding the acquisition and support of database products for the university community. Meets 5-6 times per semester.
DPS OVERSIGHT COMMITTEE
Two year term. Committee to review complaints against officers. Executive Officer - Captain Ken Hall, Chair. Meets bi-monthly.
EXECUTIVE COMMITTEE FOR ACADEMIC COUNCIL
The Executive Committee shall lmeet periodically with the President and Provost for an exchange of information and views on University Policy. The Executive Committee shall act on behalf of Academic Council on occasions when action is needed before Academic Council can be called to session.
INSTRUCTIONAL COMPUTING COMMITTEE
Considers and make's recommendations to directors of appropriate academic and administrative units on matters relevant to instructional computer use including, but not restricted to:
Management of Instruction
Advising
Curriculum Management
Support Services for Faculty
Meetings take place every other week according to members schedules.
INSURANCE ADVISORY GROUP
There is currently no information about this committee.
MSU FOOD ADVISORY COMMITTEE
Serves as a sounding board, an advosory group and a communication link for campus food matters.
OLIN HEALTH CENTER ADVISORY BOARD
This committee discusses issues pertaining to Olin Health Center. Meetings are to be announced.
PRESIDENT'S ADVISORY COMMITTEE ON DISABILITY ISSUES-
This person is chosen by the President and serves a three year term. Two hours once a month. Needs at least two people to apply for selection.
RADIO BOARD
This is a governing body of MSU Student Radio. Meets when necessary.
UNIVERSTIY ACTIVITIES ADVISORY BOARD
Representatives from various student organizations meet once a month to discuss enhancing the Union building and its services. Meets 1st Thursday of each month from 5:00-7:00 p.m., dinner is served. Meeting dates are as follows: (Call the COGS office).
UNITED WAY STEERING COMMITTEE
This committee provides opportunities that generate student awareness and support activities for MSU United Way community charitable campaign. You will be contacted about meetings through e-mail. There will be a luncheon, a kick-off in September, and an awards celebration.
UNIVERSITY COMMITTEE ON ACADEMIC GOVERNANCE (UCAG)
The committee conducts a continuing review of the By-Laws for Academic Governance; it considers appeals of reviews of department By-Laws by college committees, provides guidelines for lAcademic Council elections and nominations to Academic Council committees. This is a standing committee of Academic Council. Committee meets approximately once a month and 2 representatives are needed.
UNIVERSITY COMMITTEE ON ACADEMIC POLICY (UCAP)
UCAP deals with all matters of academic policy affecting the University such as evaluation of instruction, advising and counseling, policy and distribution of educational and research resources. This is a standing committee of Academic Council. Committee meets every other Thursday @ 10:15 am in the Board Room of the Administration Building. Two representatives are needed.
UNIVERSITY COMMITTEE ON CURRICULUM
This committee deals with criteria for the establishment and deletion of courses, curricula and degree requirements proposed by academic units, as well as the approval and rejection of changes in graduate and graduate-professional courses recommended by the Graduate Council. This is a standing committee of Academic Council. Committee meets every Thursday 1:30-5:00 pm after appointed to subcommittees. Two representatives are needed.
UNIVERSITY COMMITTEE ON FACULTY TENURE
This committee is the judicial and investigating agency for all tenure actions, such as interpreting tenure rules and acting on all cases of deviation from the rules. This is a standing committee of Academic Council. The meetings begin the first full week of classes and meets twice a month on Wednesdays from 3:30-5:00 pm. One representative is needed. Committee provides excellent opportunity to learn about tenure process for someone who may plan to work in academia after Graduate school.
UNIVERSITY GRADUATE COUNCIL (UGC) - Meets the first Monday of each month from 3:00-5:00pm in the Board Room, Administration Bldg. UGC has shared responsibility with the Dean of coordination of graduate programs, and on policy pertaining to financial aid. This is a standing committee of Academic Council. This committee requires 5 COGS representatives, 2 of which are the President and the Vice-President for Graduate Welfare. This is a very active committee and often will have volunteers.
UNIVERSITY COMMITTEE ON HONORS PROGRAMS
This committee advises and consults the Director of the Honors College. It reviews, evaluates, and recommends programs, opportunities, and activities for honor students within the colleges and departments of the University, including the Honors College. It also recommends to the Academic Council standards for granting of honor degrees. Committee meets once per semester or as needed. One representative with a BA from the Honors College is needed. It may be necessary to advertise this position in order to call the Honors College to inquire about possible candidates.
UNIVERSITY COMMITTEE ON INTERNATIONAL STUDIES AND PROGRAMS
This committee serves in an advisory-consultative capacity on all matters concerning International Projects, including study programs abroad, foreign student affairs, exchange relationships with foreign institutions, and contractual projects. It advises and consults the Dean on all foreign projects that are part of the University. Two representatives are needed. In the best situation, at least one member should be an international student. Meets approximately 2-3 times per semester.
UNIVERSITY COMMITTEE FOR THE LIBRARY
Advises and consults the Director of lthe Libraries. It reviews, evaluates, and makes recommendations on all policy matters pertaining to the libraries. The committee also serves as one of the channels of communication between the libraries, faculty and students. Two members are needed. Meets once per semester or as needed.
UNIVERSITY COMMITTEE ON OUT OF STATE FEES
One representative is needed. This committee receives information to review in the mail. Materials consist of students presenting cases requesting to be considered in-state for purposes of reducing tuition costs. After review committee votes by phone. The committee meets if there is a matter requiring special discussion.
UNIVERSITY COMMITTEE ON STUDENT AFFAIRS
Advises the Division of Student Affairs and Services on policies as they affect achievement, initiates and reviews amendments to the Academic Freedom Report and General Student Regulations. This committee meets once a month or twice a semester. This is a standing committee of Academic Council. This committee requires 2 representatives and meets once a month.
EAST LANSING UNIVERSITY STUDENT COMMISSION
Meets to improve student and local relations; establish a formal link between University student population and the government of the city; review issues that have a potential to affect lifestyle, livelihood and/or regular activities of the student population. This committee meets on the second Tuesdays of every month at 5:30 PM in Conference Room A in City Hall.
WOMEN'S ADVISORY COMMITTEE TO THE PROVOST
Assists in identifying and in suggesting solutions on important issues relative to the roles and participation of women in the academic area of the University. The committee consults with the Provost and/or members of the Provostâs staff to clarify academic issues. It meets the 2nd Monday of each month from 1:00-3:00 pm. Three year appointment. Application is required and due by March 30th.
WOMEN'S ADVISORY COMMITTEE TO THE VP FOR STUDENT AFFAIRS
Advises and makes recommendations to the Vice-President for Student Affairs and Services about issues and concerns of women students. Meets Tuesdays 4pm, once a month.
WOMEN'S ORGANIZATIONAL COORDINATING COUNCIL
This is an informal committee discussing womenâs issues. There will be 2 or 3 group projects during the year. Meetings are the 2nd Thursday every month from 8-9:30 am in the Union
UNIVERSITY/JUDICIARY COMMITTEES
ANTI-DISCRIMINATION JUDICIAL BOARD (ADJB)
COGS appoints one person to serve on the ADJB for a two-year term. This 14-member board (1 grad, 3 undergrads, four faculty, four staff, and two presidential appointees) hears cases involving complaints filed under the University's Anti-Discrimination Policy. Meetings are held once or twice a semester, and additionally as required by case load. Appointees should be open-minded, thoughtful and analytical, and able to give time when called upon for one or two hearings per year.
ALL-UNIVERSITY STUDENT JUDICIARY (AUSJ)
This committee is responsible for hearing and deciding non-academic disciplinary cases. The board consists of graduate land undergraduate students and is advised by a member of the MSU Judicial Affairs professional staff. This position requires a time commitment of one weekday from 6:30-9:30 pm per week. It s a two year appointment. Applications are through Student Life Judicial Affairs
UNIVERSITY STUDENT FACULTY JUDICIARY (SFJ)
This committee deals with alleged violations of all university policies or alleged violations of regulations other than those related to academic dishonesty, violations of professional standards, or falsification of admission or academic records as referred by the Office of Student Affairs and Services. One graduate representative serve a two year appointment. In addition an alternative representative is needed. The alternative will be actively involved in hearings throughout the semester. Meets every Tuesday for 4-6 hours. Application or appointment required. Contact Student Life Judicial Affairs.
UNIVERSITY GRADUATE JUDICIARY
Listens to graduate grievances filed against the University or an instructor. These grievances are based on the GSSR. This committee rarely meets regularly, only when a case arises. No application needed as with some of the other judiciaries.
UNIVERSITY GRADUATE-PROFESSIONAL JUDICIARY
This judiciary meets only when a case arises. The committee consists of 5 graduate students, 3 of which are members from each of the 3 medical colleges and 2 of which are not.
UNIVERSITY STUDENT APPEALS BOARD (USAB)
The graduate student representative is a member of a 7 member board which listens to cases that have been appealed from other boards or administrators. The individual should have previous judicial experience and have lived in a residence hall. The board is comprised of 2 undergraduates, one graduate and four faculty members that meet weekly for 1 1/2 hours-times set according to members.
COGS STANDING COMMITTEES
COGS COMMITTEE FOR GOVERNMENT AND LEGISLATIVE AFFAIRS
(By-Laws 9.2.1.3) Members shall serve as liaisons between the Council of Graduate Students and State, Local and Federal agencies which affect the University. The Vice President for University Relations shall chair this committee.
COGS FINANCE COMMITTEE
(By-Laws 9.2.1.1) The Finance Committee shall be charged with preparation and publication of a quarterly report of the revenues of COGS. The Finance Committee shall meet at least one week prior to the next scheduled Full Council Meeting to review, evaluate and prepare proposals of actions which require a vote by COGS, including funding requests and other pending financial matters. The Chair of this committee occurring since the previous meeting. The treasurer shall be the Chair and non-voting members of the Finance Committee. There shall be three voting members of the Finance Committee each from a different University College.
COGS GRADUATE WELFARE COMMITTEE
(By-Laws 9.2.1.2) There shall be a Graduate Welfare Committee which shall review and consider issues pertaining to the welfare of all graduate students. At least two members shall serve on the University Graduate Council. This committee is a one- year appointment.
COGS CONSTITUTION AND BYLAWS COMMITTEE
(By-Laws 9.2.1.4) There shall be a Constitution and Bylaws Committee, whose duty shall be to conduct a review of the Constitution and Bylaws in operation and to propose such amendments to those documents as necessary.
COGS SOCIAL EVENTS COMMITTEE
(By-Laws 9.2.1.5) Shall coordinate and plan all COGS social events within the guidlines of COGS and with the approval of the Full Council.
COGS NOMINATING COMMITTEE
There shall be a Nominating Committee whose duty it shall be to place in nomination, in a manner specified in the Constitution and in these Bylaws, the names of candidates for each office of COGS and for positions of graduate representatives to University Standing Committees. There shall be five members on the Nominating Committee, one of whom, the chair, shall be the Vice-President for Internal Affairs.
COGS COMMITTEE OF PROFESSIONAL STUDENTS
(By-Laws 9.2.1.8) The Committee shall be charged with monitoring and evaluating all matters unique to the professional student population. The committee shall be comprised of at least one member from each of the professional schools of the university, and shall be co-chaired by the Special Liaison to the College of Law the the Special Liaison to the Colleges of Medicine.
COGS COMMITTEE OF COLLEGE LEVEL AFFAIRS
(By-Laws 9.2.1.7) The Committee shall be charged with monitoring their respective collges on changes within these colleges pertaining to COGS representation and membership. The committee shall be comprised of one representative from each of the colleges of the university, and shall be chaired by the vice president of internal affairs.
COGS AD-HOC COMMITTEES
COGS MEMBERSHIP COMMITTEE
There shall be a Membership Committee whose duty it shall be to keep an up-to-date roster of the membership of COGS, including their addresses, telephone numbers, and campus computerized communication addresses. Further they shall notify the members of any additions to, deletions from, or other changes in the academic units of the university as those changes effect the graduate student representation on the Council of Graduate Students. The Membership Committee shall also be charged with determining the legitimacy of Departmental Representatives to COGS, including a tabulation of their presence or absence at all Full Council meetings.
COGS RADIO SHOW COMMITTEE
This committee will discuss issues relevant to graduate students during the COGS Radio Show on 88.9 FM.

COLLEGE COMMITTEES
COLLEGE OF AGRICULTURE & NATURAL RESOURCES GRADUATE COMMITTEE
This committee handles policy and programs relating to Masters and Ph.D. students from this specific college.
THE UNIVERSITY COMMITTEE ON RESEARCH INVOLVING HUMAN SUBJECTS (UCRIHS)
This committee is a peer review committee, comprised of MSU Faculty Members appointed by their Deans in consultation with their faculty advisory committee. It is a member's responsibiltiy to review research protocol and deal with MSU Investigators planning to conduct research involving human subjects. Monthly meetings are held
